Staff Biographies

DAVID K. HARTIN
Director
Ron Hampel David Hartin assumed the director’s position after retirement from a 29 -year career with the Tuscaloosa Police Department. However, he is no stranger to emergency management. Besides his job as Media Information Officer, Hartin also served as police liaison to the Emergency Operations Center during activations and as a volunteer to since 1974.

Highlights of Captain Hartin’s police career include serving as: Crime Stopper Coordinator for Tuscaloosa County Crime Stoppers, Inc., member of the Crime Prevention Bureau where he help start many of the Neighborhood Watch programs, School Resource Officer and member of training staff.

The EMA Director is also a retired colonel in the U.S. Army Reserve, where he commanded a Transportation Heavy Truck Company, a Press Camp Headquarters, a Military History Detachment, a Transportation Terminal Battalion, a Deployment Support Brigade and served as Acting Commander for a PERSCOM. Some of his military courses include: Ordnance Basic course, Engineer Officers Advance Course, Command and General Staff College, the Associate Logistical Executive Development Course, Public Affairs Officers Course and the Army War College. His individual military awards include: Legion of merit with Oak Leaf cluster, Meritorious Service medal with three Oak Leaf Clusters, Army Commendation Medal with Oak Leaf cluster, Army Achievement Medal and the Outstanding Volunteer Service Medal.

Hartin is a graduate of Tuscaloosa High School, where he was a member of the marching and concert band, Walker College, where he was a member of the college band and the University of Alabama. He earned a bachelor’s degree in Commerce and Business Administration-Transportation and Public Utility Option and a master’s in Criminal Justice from the Capstone.

Hartin has taken numerous emergency management and homeland security classes. The Director holds Advanced Emergency Management Certification from the Alabama Association of Emergency Managers. He also represents the county on the Alabama Mutual Aid Task Force.

Like many in emergency management, David enjoys amateur radio. He also serves in a leadership position with the Choctaw District of the Black Warrior Council of the Boys Scouts of America.

David and his wife Jane have two sons who are both Eagle Scouts and Vigil Honor members of the Order of the Arrow.

BRUCE WADE
Deputy Director 
Bruce Wade Wade is a valuable longtime veteran in Emergency Management whose roots in the agency run all the way back to the Civil Defense days of the 1970s. He plays dual roles as EMA Deputy Director and as Assistant Fire Chief for the City of Northport. Bruce has participated in numerous activations for severe weather and hazardous materials incidents. He is a State Certified Hazardous Materials Instructor and teaches classes to local responders throughout the year.

A native of Cottondale, Wade graduated from Holt High School.

JACKIE FARLEY
Administrative Assistant 
Jackie Farley Jackie is the glue that holds TusCoEMA together. During her 25 years on the staff, she has served four agency directors. She is EMA's point person for maintaining records on industrial facilities that house extremely hazardous materials. In addition, she keeps the agency's administrative house in order.

Jackie has received training on operating the computer software program CAMEO and other computer based programs.
Farley is the longtime Secretary-Treasurer of the Hagler Volunteer Fire Department. She has also served as the secretary of the Alabama Association of Emergency Managers.

Jackie and her husband Chuck have three children and one grand child.

DON DeJARNETTE
Operations/Incident Response Officer
Don DeJarnette For some 25 years, Don was a valuable volunteer with TusCoEMA. With his retirement from the State of Alabama Geological Survey in early 2002, Don has served stints as a part-time paid TusCoEMA employee. Don has undertaken the job as Community Emergency Response Team (CERT) Program Coordinator. Don has administered SafeRoom/Storm Shelter Grant Programs over the last few years. He also is the supervisor for volunteer operations. During EOC activations, Don coordinates the flow of information between the Communications Center and the Operations Room.

Don is a graduate of Tuscaloosa High School and the University of Alabama. He enjoys traveling and camping out.

EMA VOLUNTEER CADRE AND PARTNER ORGANIZATIONS

The most crucial element to the success of the Tuscaloosa County Emergency Management Agency is its large volunteer cadre and partner organizations. Over 100 citizens regularly give of their time and talent to undergo training, practice exercises and respond to actual emergencies.

EMA volunteers are divided into two categories: Emergency Operations Center Staff and Field Staff. The EOC Staff consists of Operations Personnel and Communications Personnel. The Field Staff is comprised of severe weather spotters and communicators.

TusCoEMA is blessed to have a solid mixture of old hands who have been dependable volunteers for decades and new blood, anxious to learn and serve.

Considering the limited size of the EMA staff and agency budget one of the most import aspects of the Emergency Management discipline in Tuscaloosa County are the myriad of government and non-government agencies and organizations and local businesses that partner with EMA. The paid and volunteer groups provide critical personnel and resources.

Among the volunteer groups critical to Emergency Management operations are:
